Colorado uses premium (bid-up) bidding: liens are struck to whoever pays the highest premium above the taxes, interest, and costs owed. Ties or no-premium lots are resolved by rotational or random selection in some counties. The critical catch is that the premium you pay earns no interest and is never refunded on redemption — only the taxes-and-costs base accrues interest. So bidding large premiums crushes your effective yield, and the real return comes from base interest plus subsequent-tax endorsements.
